注意“Sanction”与“Sanctions”的区别

虽然英文不像我们伟大的中文一般博大精深，但却也有其微妙之处。有时候看似相同的词，就因为多一个或少一个字母而意义相差万里。下面就是一个例子：
“Sanction” 是英语中一个常用的字，既可用作动词，也可用作名词，名词中又分可数 (countable)和不可数的 (uncountable)。

“Sanction”一字的单数名词和动词，都意为“批准，认可，准许”。

比如，作为单数不可数的名词：

“Official sanction has not yet been given.”（尚未获得正式批准。）

“The book was translated without the sanction of the author.”（这本书未经作者许可就给翻译了。）

“These measures have the sanction of tradition. i.e, seem justified because they have often been taken before.”（这些措施已约定俗成。）

作为动词：“I cannot sanction your methods.”（我不能同意你的做法。）

又如，“The fear of ridicule is a very effective sanction.”（人们不做违法乱纪的事，其中一个重要因素就是怕人耻笑。）

从以上的含义，sanction 用作名词多数时，就演变成“制裁”或“惩罚”的意思： “sanctions against a country.”（对一个国家的制裁。）

国际贸易中常用的支付方式和其风险分别是什么应该如何选择适合自己的支付方式

国际贸易中常用的支付方式有三种，即汇款，托收和信用证。

一，汇款。这个不用解释了吧。汇款主要分货到付款和预付货款。货到付款，风险由卖货方承担了，因为货物不到人家不给钱，可是货到了就一定会给钱吗，也不一定啊。万一在运输途中发生意外，或者货物受到损失，或者货物运到以后，人家卖不上价了，就找理由不给钱，或者货到了，对方不讲信用，也不给钱；

而预付货款，有风险的一方在于收货方。因为钱已付出，而货物未到。那货物是否能够如期到达，卖货的人是不是骗子，都不好说。

二、托收。托收是指卖货方在发完货以后，把全套的货运单据交到银行，由银行把单据寄给买货方所在的银行，进行委托收款。这种方式的实质是银行帮忙寄单要钱，至于是不是能要到钱，收货方给不给钱，银行不负责，因为这是商业信用，没有银行什么事儿（和第一条汇款是一样的）。

三、信用证。分为出口信用证和进口信用证（性质一样，方向相反）。以出口信用证为例，中国的某客户向日本出口板栗，但是不放心日本的客户，双方互不了解，为了把买卖做成，双方决定通过信用证的方式进行结算。即由进口方向所在银行申请开立信用证，发送给出口方所在银行。出口方收到信用证后，按照上面列出的条款（货物名称、币种、金额，单价，总价，运输方式，起运港，到货港等细节，都是合同上已经定好的），准备货物并装船运走。

之后把全部的单据交到银行，由银行来向对方银行寄单索汇，也就是要钱。在这中间，如果单据没有问题，则对方银行必须付款（是对方银行，而不是对方客户）。这就是银行的信用参与其中，解决了进出口双方互不信任，信息不对称的问题。

至于采用哪种方式好，要根据实际情况具体分析。最主要的看交易双方哪个占上风，有话语权，谁有话语权，谁优先选择结算方式。这和选择用什么币种结算是一个道理。还看双方的信任程度，合作深度是什么样的，也有一批货物，分两种结算方式的，两种方式相结合。

总体来说，从防范风险的角度看，信用证方式最优，托收次之，汇款风险最大；而从繁琐程度来说，反过来就可以了。

美国对伊朗的制裁正式生效，伊朗将如何应对

如今特朗普已经宣布启动了对伊朗的第二轮全面制裁，不过本次制裁同时也宣布了八个豁免国，按照美国的说法设立豁免国家的目的是为了避免一旦全面制裁伊朗后，国际的原油市场出现大范围的波动。面对美国的制裁，伊朗政府必须积极面对有可能带来的经济危机和民众恐慌情绪。

首先因为从今年6月7月开始，伊朗货币就十分不稳定，甚至出现暴跌，民众爆发游行，此次的美国制裁，让伊朗国内的恐慌情绪蔓延，失业率增加。我们看到伊朗政府在政府内进行了一系列的新的人事调动，包括人命新的能源、财政、劳工、城市发展等部长，涉及的行业大多是与民生相关部门，此举的目的是在安抚国内民众，希望此举能使国内经济问题得到缓解。

另一方面，虽然美国对伊朗进行了制裁，但是八个豁免国仍然可以继续进口伊朗的原油，这被德黑兰认为是自己努力争取而来的胜利。除此之外，伊朗充分利用证券市场进行原油交易，通俗的讲就是将石油卖给国际私人买家。更多的私人买家愿意购买伊朗的石油，然后通过他们再将石油买到全球其他国家。此举也算稍有成效的阻断了美国对伊朗的制裁。

除此之外，伊朗还试图与他国进行货币交货规避制裁。而此次没被美国拉入豁免名单的俄罗斯和欧洲也并不满意美国的做法。如果俄罗斯方面可以研究确认，俄罗斯方面可以购买伊朗原油从而转卖其他国家，此举也可以帮主伊朗躲避美国制裁。还有本就对美国退出伊核协议表达不满的欧盟，面对此次制裁也试图重新建立结算系统，规避此次制裁对欧盟的影响。
